You have to move the hydrostatic transmission to get it inside. Check the fuel and see if it’s not working because of that. If the fuel is complete, the bypass lever may be turned. The bypass lever doesn’t allow the machine to move.
Check the spring, and it shouldn’t be too stretched. The spring can be missing too. The temperature of the hydraulic oil is very high and maybe old too. Air enters the transmission and gets trapped, and the cub cadet doesn’t move.

There’s a lever in the hydraulic transmission that allows the fluid to move. The fluid puts pressure on the wheels to turn them. The transmission lever actually moves the machine manually. You can control the hydraulic pressure by yourself. The hydraulic If the lever is engaged, then disengage the lever.
You controlled the pressure manually, but now proper hydraulic pressure is needed, so disengaging will get the pressure. You may have a single lever or two, depending on the machine. If there are two levers, they are for different wheels, so disengage them both.

The pressure will flow. If the fluid level has some other reason for being low, fix it. Check the level of the fluid by checking the guide, as some machines have sealed areas, so you need a professional to check the level of hydraulic fluid and fill it.
After the level comes the temperature of the fluid. The hot fluid is caused by the friction of fluid while working on a low amount. The low amount you have fixed already. But the temperature of the fluid, when high, causes extra damage.
The hot temperature precaution is giving the hydraulic machine some time to cool down. The low level of fluid cause it, so get the level in check. If the fluid is getting hot because of something else, get it fixed. A proper amount usually doesn’t allow the fluid to get hot.
The spring of the hydraulic press plays a significant role in the device’s movement. Without the spring, the device won’t move an inch. Check the spring if it’s present and not missing. If the spring of the hydraulic press is missing, get a newly matched spring.
The spring may be present, but the spring can be too stretched and worn out. A worn-out spring can’t pull like a good spring, and thus the device’s movement will be disturbed. Get worn and stretched spring replaced utterly.
The tensioner pulley of the hydraulic can also be worn out. The tensioner pulley is responsible for the movement of the lever and the wheel. You can set the lever with the pulley. The pulley won’t let the machine move. If the pulley is worn out, fix it.
